Under the plan by the Grand Penn Community Alliance plan, Penn Station will move above ground while Madison Square Garden is relocated.

With no movement on plans to redesign and renovate Penn Station, a public interest group is suggesting moving Madison Square Garden across the street and replacing it with a much bigger train station and park.

A bold new plan is reimagining Penn Station, but it hinges on one major change—moving Madison Square Garden across the street to the former Penn Hotel site. The Grand Penn Community Alliance, led by Chief Architect Alex Washburn,

"Grand Penn" features a public space the size of Bryant Park, a train hall inspired by the original Penn Station, and the relocation of MSG across the street.
