LOS ANGELES - A rare and powerful October storm is bringing heavy rain, high winds, and a threat of mudslides and tornadoes to Southern California, prompting evacuations and a state of emergency for some residents.

The arrest comes after a nine-month investigation into the blaze, which killed 12 people and destroyed thousands of homes in the hillside community.

The deadly Palisades Fire in Los Angeles County started after a fire that began days earlier was re-ignited by a Santa Ana windstorm.

Federal and local California officials announced the arrest of a 29-year-old man associated with the start of the deadly Palisades Fire in January.
